The RBF Mechanism
Results-Based Financing (RBF) is the financial instrument governing the program: each tranche of the EUR 24 million loan is disbursed only after independent validation of the annual targets set for each DLI.
Technical verification is conducted by the General Inspectorate of Finance (IGF) as the Independent Verification Agent (IVA), ensuring methodological rigor and transparency prior to any fund transfer.
Step 1: Target Setting
Contractual definition of Disbursement-Linked Indicators (DLIs) and multi-year program targets.
Step 2: Independent Verification
Audit and validation of on-the-ground evidence by the General Inspectorate of Finance (IGF/IVA).
Step 3: Financial Disbursement
Release of funding tranches strictly proportional to verified results.
